Singaraja- Ganesha University of Education (Undiksha) is again the destination for sharing experiences regarding the Financial Management of Public Service Agencies (PK-BLU) and the Internal Oversight Unit (SPI). This time it came from SPI Jember University. His visit took place, Tuesday (6/4/2021).
The Jember University delegation was led by the Head of SPI, Prof. Dr. Zarah Puspitaningtyas. His presence was received by the Deputy Chancellor for Planning, Administration, Finance and Human Resources (PAK-SDM) Undiksha, Prof. Dr. I Wayan Lasmawan, accompanied by the Head of the General Affairs and Finance Bureau, Ni Luh Wayan Yasmiati, S.H., and the Head of the SPI, I Wayan Krisna Eka Putra, S.Pd., M.Eng.
During the event, Zarah Puspitaningtyas said that the reason for making Undiksha a destination to share experiences was because it had previously held BLU status, namely since 2015. Meanwhile, Jember University had only been established in December 2020. Apart from that, Undiksha was considered to have been able to provide remuneration in a relatively short time for educators and educational staff.
The visit to the largest State University in North Bali was also for peer review regarding the financial audit system. Undiksha is considered to have a good system, from planning to realization and accountability. This can be accessed easily when there is a financial audit from the authorities.
On this occasion, it was also emphasized that the University of Jember had a plan to provide performance-based remuneration for educators and educational staff. It has the same spirit as Undiksha. Therefore, through this visit, it is hoped that additional information will be able to support the realization of the plan. “So to be fair. Don’t let those with low performance get the same rights as those with high performance,” she said.
Meanwhile, the Vice Chancellor of Undiksha, Prof. Lasmawan who represented the chancellor appreciated the arrival of Jember University and his entourage. He conveyed that in order to make tertiary institutions become BLUs, there needs to be a common understanding between leaders and campus residents with a philosophy of harmony. “We have briefly conveyed Undiksha’s experience on how to make the BLU spirit truly enjoyed and owned by all Undiksha residents because the philosophy is harmony. It will answer and bring about peace. And that can be translated into various dimensions of institutional management,” he said.
According to him, there are four things that need to be strengthened in the PK-BLU. First, governance and management at the leadership and operational levels. Second, the mapping and arrangement of assets owned by BLU. Assets have a role as sources of income generating (income) outside of routine income in the form of donations from the public. Third, Higher Education is able to create various innovations related to cooperation networks with the outside world. The outside world in question is not only the industrial world but also the digital world; and fourth that is no less important and the most urgent in nature is being able to create accountability in asset and financial management. “Because of the three things at the beginning, there will be no meaning, if the accountability and accountability system are not correct. Because BLU also manages state money. State money cannot be managed with a model or principle other than the management of state money,” he said. The end of the event was filled with the presentation of souvenirs by the two universities. After this meeting, the two universities are also ready to share information in efforts to develop institutional governance. (hms)
