Singaraja- Ganesha University of Education (Undiksha) held a dissemination of strengthening the capacity of the Internal Supervisory Unit (SPI), Tuesday (11/8/2020). The activity which took place at the Puri Saron Hotel, Singaraja presented speakers from the Inspectorate General of the Ministry of Education and Culture. This activity was also attended by the Undiksha Finance Department.
The Head of the Bureau of General Affairs and Finance of Undiksha, Ni Luh Wayan Yasmiati, S.H., who opened the activity, conveyed this activity to provide an understanding regarding the role of SPI and the finance department regarding the rules that must be obeyed and used as a reference in performance. Through this, it is hoped that the quality of institutional governance will increase, particularly in the financial sector. “The result of this activity, we will get enlightenment to be used as a reference in performance, especially in the next six months. We also hope that there will be a single command in implementing regulations in financial management,” she explained.
She further conveyed that financial governance in tertiary institutions cannot be separated from a number of problems both in administration and in their realization to support program implementation. Through strengthening SPI and the Finance Department, these problems can be anticipated in the future. “Problems at tertiary institutions are still very complex, not the same as problems at the school level, so that the funds that are combed for strengthening the academic sector, also become an integral part in the management of administration and office performance. We must provide certainty in discussing the budget so that problems do not arise,” she said.
In managing the 2019 budget, Undiksha still refers to the regulations of the Ministry of Research, Technology, and Higher Education. According to Yasmiati, the regulations are not much different from those issued by the Ministry of Education and Culture. However, according to him, there still need to be principles that must be obeyed in university financial management.
The team from the Inspectorate General of the Ministry of Education and Culture, Gunung Panjaitan said that in performing, SPI must be able to minimize the risks that deviate from the rules. In addition, it also promotes openness, especially with the finance department, so that financial governance can run according to its designation. “That’s what we emphasize for SPI management in agencies,” she said.
Meanwhile, Aldi Windianto said that SPI has a clear function in tertiary institutions, namely to supervise. Therefore, it is necessary to be involved in financial implementation, implementation of activities, and valuation of assets, including also getting involved in ensuring that new programs are rolled out by higher education leaders. “SPI is carrying out the duties of the leadership. If they already have an annual work program, but the leadership may have other directives that are urgent to implement, SPI must go down,” he concluded. (hms)
