Higher Education has a priority program whose implementation is delegated to universities. Students (individually or in groups) who have entrepreneurial interests and talents are encouraged to start entrepreneurship based on the science and technology they are studying. The facilities provided include entrepreneurship education and training, Small and Medium Enterprises (SMEs) visitation, capital support, and business assistance.
