Singaraja– The realization of the budget for the third quarter of 2019 at the Ganesha University of Education (Undiksha) is ranked first in Indonesia, specifically for Public Service Agency State Universities (PTN-BLU). The amount reached 65.78 percent. This is in accordance with the results of an institutional performance evaluation carried out by the Ministry of Research, Technology and Higher Education (Kemenristekdikti) which was submitted, Monday (14/10/2019).
Chancellor of Undiksha, Prof. Dr. I Nyoman Jampel, M.Pd., revealed that the evaluation was carried out at 104 Public Service Agency State Universities (PTN-BLU). Especially for Undiksha’s achievements, it is stated as the result of joint performance, starting from the rectorate, faculties, postgraduates, and related sections. “This is the result of all performance. The performance of the leadership is under the coordination of Vice Rector II,” he said.
This achievement, according to the former Dean of the Undiksha Faculty of Education, is expected to be in line with the quality of the programs that have been realized which also leads to improving the quality of institutions, so that they are more competitive. “This can be realized because of the togetherness of all stakeholders in the institution. We want things like this to be maintained. It could even get better. Not only related to financial management, but also other things,” he said.
Deputy Chancellor II Undiksha, Prof. Dr. I Wayan Lasmawan, M.Pd, also appreciated this achievement. It was explained that Undiksha’s ranking was above Yogyakarta State University, Brawijaya University, Riau University, and Makassar State University. “We certainly really appreciate this. Because during the second quarter, Undiksha was not yet in the first place. But already in the top five, “he explained.
The achievement of such a large budget, according to Lasmawan, shows that financial management has run optimally. This was also assessed as the impact of online-based governance. This system is able to show financial accountability and the progress of activity implementation, making it easier to evaluate. “So far, we use online control. This is transparent and accountable. From that we see the step-by-step movement of state money being managed at Undiksha,” he explained.
Delivered further, financial governance at Undiksha is based on decentralization. This means that since the beginning of the year, the budget has been allocated and co-opted to each faculty, postgraduate, and institution. This policy is not implemented by all universities in Indonesia. “There are still many other tertiary institutions labeled as BLU, which still choose to be centralized. This means that the budget management is centralized in the rectorate. In Undiksha which is decentralized, the results are relatively positive,” he explained.
This achievement, he said, was a trigger for the Undiskha academic community to be able to develop and create a climate of togetherness that the chancellor announced every day. “This is a challenge and opportunity for Undiksha to achieve various achievements in the field of governance and academics. Because no matter how great an institution is without support from budget management, other achievements are undoubtedly difficult to achieve,” said the academic from Bonyoh Village, Kintamani District, Bangli.
To boost budget realization, Undiksha prepared several strategies. Namely intensifying coordination with various lines, mapping the realization of activities, and evaluating on an ongoing basis involving the Internal Supervisory Unit (SPI). “We will examine programs that have not been realized or realized that have not been maximized and analyze the factors that are the cause. Is it because there is no schedule yet or is there really a problem? We want everything to go well,” he concluded. Apart from being the pinnacle regarding budget realization, Undiskha was also selected as the recipient of a book on the track record of its governance journey for the last 4 years, together with the Bandung Institute of Technology (ITB) which represents PTNs with Legal Entities. “This is also a form of appreciation from Kemenristekdikti to Undiksha,” he concluded.
