The selection system for entering state universities in 2024 is organized by the National Selection Committee for New Student Admissions (SNPMB). Based on the Regulation of the Minister of Education, Culture, Research and Technology of the Republic of Indonesia (Permendikbudristek) Number 48 of 2022 and the latest amendment to Permendikbudristek Number 62 of 2023 concerning Admission of New Students for Diploma and Undergraduate Programs at State Universities, there are three entry routes, namely the Selection Route National Based on Achievement (SNBP); National Selection Based on Tests (SNBT); and Independent Selection. The SNPMB Committee fully prepares the SNBP and SNBT routes, while the respective PTNs fully manage the Independent Selection route.
The spirit of implementing SNPMB 2024 is accountability, transparency, and fairness. Several changes to the 2024 PTN SNPMB mechanism aim to encourage students to focus on recognizing talents, interests, and career aspirations and be responsible for the choices they make.
The SNBP route is carried out based on the results of tracing academic achievements using report cards as well as academic and non-academic achievements. SNBP participants are SMA/SMK/MA students in the final class of 2024 who have superior achievements. The academic and non-academic achievements of the students assessed are the three best achievements. The minimum quota for the SNBP route for each PTN is 20%. Schools will fill in report cards for students eligible to participate in SNBP in the School and Student Data Base (PDSS). As of 2023, students who have been declared to have passed the 2024 SNBP Path, 2023 SNBP, and 2022 National Selection for State University Entrance (SNMPTN) cannot register for UTBK-SNBT 2024. Furthermore, in 2024, students who have passed the 2024 SNBP Path selection will also not register for the Independent Pathway selection at any PTN.
The SNBT route is followed by participants who first register and take the Computer-Based Writing Test (UTBK) as the first step in the selection process. Participants are only allowed to take part in UTBK 2024 once. The 2024 UTBK results are only valid for taking part in SNBT and acceptance at PTN in 2024 only. The minimum quota for the SNBT route for each PTN is 40%; except for Legal Entity PTN (PTNBH), Minimum SNBT 30%. Participants to take part in UTBK are Class 12 SMA/SMK/MA students in 2024 or Package C students in 2024 with a maximum age of 22 years (as of 1 July 2024) and students who graduated from SMA/SMK/MA equivalent in 2022 and 2023 or Package graduates C in 2022 and 2023 with a maximum age of 22 years (as of 1 July 2024). The maximum age for package C participants has changed from 2023. UTBK participants are charged a registration fee.
The implementation of SNPMB in 2024 begins with SNPMB Account Registration on the SNPMB Portal (https://portal-snpmb.bppp.kemdikbud.go.id). Applicants are required to have an SNPMB account via Single Sign On (SSO) starting from filling in PDSS, SNBP Registration, to UTBK-SNBT Registration. There are additional provisions that will come into effect in 2024, namely for participants who are declared to have passed through the 2024 SNBT route and have re-registered at their intended PTN, they cannot be accepted for the 2024 Independent Pathway selection at any PTN.
Apart from that, there are also differences in the provisions for selecting study programs for the 2024 SNBT Pathway. SNBT Pathway ParticipantsYou are allowed to choose a maximum of 4 (four) study programs consisting of 2 (two) Academic Program options (Bachelor’s Degree) and 2 (two) Vocational Program options (Diploma Three and Diploma Four/Applied Bachelor’s Degree) with the conditions as in the following table.

The SNBP Pathway Stage begins with the Announcement of School Quotas on 28 December 2023; School Quota Restraint Period is 28 December 2023-17 January 2024. Then School SNPMB Account Registration is on 08 January-08 February 2024 and Student SNPMB Account Registration is on 08 January-15 February 2024. Filling in PDSS is on 09 January-09 February 2024 and SNBP Registration is on 14-28 February 2024. Announcement of SNBP Results on 26 March 2024, while the re-registration schedule for participants who pass the SNBP can be seen on the respective PTN website.
The SNBT Pathway stage begins with Student SNPMB Account Registration on January 8-February 15 2024. UTBK and SNBT registration will be held on March 21-April 5 2024. UTBK will be implemented in two waves, namely Wave 1 on April 30 2024, and May 2-7 2024 while Wave 2 will be on 14-20 May 2024. Announcement of SNBT Pathway Selection Results on 13 June 2024. Then the UTBK Certificate Download Period will be from 17 June to 31 July 2024.
