Singaraja- Ganesha University of Education (Undiksha) continues to move to improve competitiveness and increase the achievement of Higher Education Key Performance Indicators (IKU). The steps taken not only maximize the implementation of the Tri Dharma of Higher Education but also spur the increase in the number of lecturers with the positions of head lecturer and professor or professor. This was socialized again, Wednesday (27/10/2021). The speakers presented consisted of Iwan Winardi, S.Pd., M.Pd., Prof. Dr. Sutikno, S.T., M.T., and Santi Sayanti Agustina, S.E., M.M. The three are a team from the Ministry of Education, Culture, Research and Technology.
The socialization which took place offline and online was opened by the Deputy Chancellor for Planning, Administration, Finance and Human Resources of Undiksha, Prof. Dr. I Wayan Lasmawan, M.Pd. He who represented the Chancellor conveyed this socialization as part of the framework of accelerating the acquisition of professors by Undiksha. Based on the latest data, there are 191 lecturers with doctoral qualifications who have the potential to become professors. Only, maybe among that, there are a number of things that need to be clarified, especially related to the trust and self-confidence to apply for the rank of professor. “This is our goal to present three sources from the ministry to provide explanations and at the same time motivate friends so that they no longer delay their right to propose professors,” he said.
In accordance with the civil service law and the higher education law, said Lasmawan, promotion to the position of the State Civil Apparatus (ASN), apart from that, is a personal right, it is also an obligation to be able to pursue a career in accordance with the established levels. Especially now in order to fulfill the constellation of the percentage of professors at Undiksha, the Chancellor has a target that by 2024, there must be one hundred professors. Of course, achieving these targets is said to be not an easy job and cannot only be done by the leadership. The most important thing is that there must be synergy with leadership policies, facilitation of leadership, and teaching staff who will propose themselves as professors. “Earlier, various things developed which have received a good response from the ministry. It turned out that many Undiksha lecturers had met the requirements to advance to professorship. Only they still do not know the right way. Now you know how. Therefore, we are led very much waiting and hoping that the lecturers will immediately clean up and propose files for the promotion of professors,” he said.
The Deputy Chancellor who is also the Head of the PTN Vice Chancellor II Forum throughout Indonesia emphasized that the Undiksha leadership had shown partiality to lecturers who would propose to the Head Lector and Professor. Since 2019, a policy has been made through the establishment of a Chancellor’s Decree that funding for publications will be facilitated. “This means whatever they (lecturers, red) need for publication, according to the receipt printed, we will support it. This includes honorariums for external reviewers and we have provided that,” he said.
On the other hand, added to Lasmawan, Undiksha has also formed a team to support professors’ proposals. “This means that if a lecturer wants to propose to a professor, there is a team that will facilitate it. And I hope that with today’s meeting, these doctors will really take advantage of the facilities, the understanding that has been obtained in order to clear the professor’s proposal,” he concluded.
Meanwhile, the guest speaker, Prof. Sutikno said that there are a number of things that must be considered by lecturers in proposing head professors and professors. First, related to technical issues. Documenting the elements of lecturer activities, the implementation of the Tri Dharma must be carried out properly from the start. “It’s usually weak in documentation, so to make it easier to propose a promotion, from the start the lecturer has arranged the paperwork,” he pleaded.
Second, he continued, lecturers must plan their careers from the start. “So when will you be promoted, that’s from the beginning since becoming a lecturer (targeted, red). You should already have a roadmap for how many years you have worked. It has to be well planned,” he said. Then the third, trying to improve the quality of the implementation of the elements of the Tri Dharma and the work produced in accordance with the minimum standards set.
On that occasion, he also appreciated the policies of the Undiksha leadership which were ready to facilitate the acceleration of this promotion. According to him, this policy must be welcomed by lecturers. In several other universities that I often encounter, this has been around from Sabang to Merauke. This is only at Undiksha where there is publication facilitation, there is financing facilitation for external reviewers. This is a program that must be welcomed by lecturers,” he added.
