Singaraja- Ganesha University of Education (Undiksha) continues to make efforts to improve the quality of institutional governance, including in the procurement of goods and services. This state university with eight faculties has used an online system. This is in line with Presidential Decree Number 16 of 2018 which was socialized to the Working Group (Pokja) and Commitment Making Officers (PPK) at UPT ICT Undiksha, Wednesday (27/3/2019).
Deputy Chancellor II Undiksha, Prof. Dr. I Wayan Lasmawan, M.Pd, who opened the activity, said that online procurement of goods and services at Undiksha has been running since 2016. “This is in line with Presidential Decree number 16 of 2018, one of which confirms all forms of procurement of goods and services within ministries and institutions. , must indicate and state the purpose of the purchase. “This means that the reasons for procuring goods and services must be clear,” he stressed.
This system, he continued, automatically encourages all faculties, and postgraduates, including the rectorate to comply with regulations. There are two advantages it has, namely from the aspect of accountability or responsibility it is very clear. Anyone who provides goods and services is not only responsible administratively but also to the public because they can be easily accessed. In terms of transparency, no activity or procurement of goods and services can be hidden. “Of course, with these two advantages, in the end, regulations are implemented well, as is institutional governance,” said the academic who graduated with a doctorate from the Indonesian Education University (UPI), Bandung.
He added that the implementation of this system also supported the achievement of an Unqualified Opinion (WTP) from the Financial Audit Agency three times in a row, from 2016 to 2018. “Procurement of goods and services cannot be separated from financial governance. “So the online system is one of the supports for achieving WTP opinions,” he added.
Specifically for socialization, 42 people participated, consisting of Pokja and PPK in the Undiksha environment. This activity presented speakers from the Indonesian Procurement Expert Association (IAPI) Bali, Dewa A.G. Manu, and Agus Budi Arthana. Technical guidance was also carried out, on Thursday (28/3).
