Denpasar– The Ministry of Education, Culture, Research and Technology (Kemendikbudristek) of the Republic of Indonesia encourages Higher Education (PT) as educational institutions with integrity. Realizing this, the role of the Internal Supervisory Unit (SPI) is a strategic one. This was conveyed by the Inspectorate General (Irjen) of the Ministry of Education and Culture, Dr. Chatarina Muliana, S.H., S.E., M.H., in her direction at the Inauguration and Working Meeting of PTN Indonesia SPI Management, Friday (1/7/2022) evening.
She, who also gave the material, explained that SPI has a central role for organizational units, be it SOEs or especially in the ministry profit-oriented. This role ensures that all program objectives designed by tertiary institutions go according to plan output and outcomes are expected. In addition, it can guarantee accountability and transparency of all work unit programs in agencies or ministries or agencies, including in terms of budget management. “So if the management of our organizational unit is a mess, then the first thing to reflect on is SPI,” she said.
She emphasized that SPI must be trustworthy and have integrity. More importantly, must be able to maintain independence. “Because it’s useless for us to have integrity and capacity but we don’t have independence,” she said. Seeing its very strategic position, Muliana invited SPI to always work together with ministries, especially more on the early warning system in order to minimize findings.
She also gave her appreciation for the formation of this forum. It is hoped that the administrators who have been appointed can collaborate in designing a strategy to create a university with integrity.
In addition to the Inspector General of the Ministry of Education and Culture, Chatarina Muliana, this working meeting was also filled with material by Inspector IV of the Ministry of Education and Culture, Masrul Latif, SIP., M.Sc., Saturday (2/7/2022), with the topic Application of Risk Management in State Universities. Besides that, there is Dr. Witarsa who presented material on Strengthening SPI in the Education Sector.
Meanwhile, the Head of the Indonesian PTN SPI Forum, Prof. Dr. Ir. A. Muhammad Idkhan explained that this forum meeting was to discuss the work program that would be carried out and synergy with the Inspector General in the future. “The most important thing is how do we strengthen the work program so that it supports Higher Education governance towards the zone of integrity. Which is currently still very minimal, only a few universities have entered the integrity zone,” he explained.
He hopes that this forum can become a mouthpiece for the Inspector General in terms of governance in higher education. “We want this SPI to become an extension of the Chancellor’s hand to convey to all units in tertiary institutions how to actually manage tertiary institutions, which later all activities carried out by tertiary institutions will support IKU PTN announced by the ministry and this will lead to MBKM,” he concluded.
At this working meeting, Ganesha University of Education (Undiksha), Singaraja, Bali was entrusted as the host. Deputy Chancellor for Student Affairs, Public Relations, and Undiksha Alumni, Prof. Dr. I Wayan Suastra, M.Pd., who represented the chancellor, expressed his appreciation for this. “We thank you for your trust in Undiksha,” he said.
He hopes that through this working meeting, SPI can formulate strategic programs that can support the progress of each tertiary institution. (hms)
