Goal 8 - Decent Work and Economic Growth

Promote sustained, inclusive, and sustainable economic growth, full and productive employment, and decent work for all, while eradicating forced labor and modern slavery. Goal 8 is about promoting inclusive and sustainable economic growth, employment and decent work for all. Multiple crises are placing the global economy under serious threat. Global real GDP per capita growth is forecast to slow down in 2023 and with ever increasing challenging economic conditions, more workers are turning to informal employment.

Employment Practice

Universitas Pendidikan Ganesha is committed to ensuring fair and equitable wages for all lecturers and staff, adhering to the Regional Minimum Wage (UMK) for Singaraja, as outlined in the Governor of Bali's Decree Number 869 of 2023. This decree sets the minimum wage for Buleleng Regency at IDR 2,716,206.49 per month.

The university employs both permanent civil servants and non-civil servant staff. Salaries for civil servants are structured based on Civil Servant Salary Regulation Number 44 of 2020, which includes base salaries, family allowances, and rice allowances. For civil servant staff, the university implements a remuneration system that integrates Pay for Position and Pay for Performance schemes, ensuring both fairness and motivation in compensation practices.

Undiksha also emphasizes the importance of monitoring and enforcing these standards through regular reviews and transparent reporting mechanisms. By implementing this regulation, Undiksha emphasizes the importance of dignity, inclusivity, and equal opportunities in the workplace.

Undiksha also works closely with outsourcing providers to ensure these standards are upheld. Universitas Pendidikan Ganesha (Undiksha) is committed to upholding pay scale equity for all employees and actively strives to eliminate gender pay gaps. This commitment applies to both civil servant and non-civil servant employees, ensuring fairness and transparency in salary structures across all employment types. Civil servant employees are compensated based on regulations established by the Indonesian government, which consider rank and work period. These salary structures adhere to standardized government policies, ensuring equitable remuneration for all civil servants. For civil servant employees, Undiksha implements salary policies under the Rector’s Regulation, which guarantees fair and competitive pay that aligns with local labor laws and the Bali Minimum Wage standards.

The university places a strong emphasis on ensuring that all employees, regardless of gender or employment status, are paid equitably for their work. This includes regular reviews of pay structures and adherence to policies that promote fairness in compensation. Undiksha’s commitment to pay scale equity reflects its dedication to fostering an inclusive and just workplace, aligning with the Sustainable Development Goals (SDGs) of promoting decent work and reducing inequalities.

Universitas Pendidikan Ganesha (Undiksha) is dedicated to maintaining gender equity in its pay scale by ensuring that remuneration is based solely on job responsibilities, qualifications, and performance, with no consideration of gender. This commitment is reflected in the university’s transparent and structured approach to salary distribution across all employee categories. The university applies a dual remuneration system: Pay for Position, which considers the roles and responsibilities of employees, and Pay for Performance, which rewards achievements and contributions. This framework ensures that salaries are fair, merit-based, and free of gender bias.

For civil servant employees, salaries are determined by government regulations, ensuring equity through a standardized system based on rank and tenure. Non-civil servant employees are compensated following the Rector’s Regulation, which aligns with the Bali Minimum Wage, guaranteeing compliance with regional standards and fairness in pay distribution.

Undiksha actively monitors its pay scales through regular evaluations to identify and address any potential disparities. By fostering transparency and equity in its salary practices, the university ensures that gender does not influence compensation decisions, promoting a workplace culture rooted in fairness and equality. These efforts align with the Sustainable Development Goals (SDGs), particularly Goal 5 (Gender Equality) and Goal 8 (Decent Work and Economic Growth).

The Ethics Code Council conducts oversight through two mechanisms:

  1. Passive Oversight: Addressing complaints or appeals submitted by employees regarding issues such as pay discrepancies, unfair treatment, or violations of workplace ethics.
  2. Active Oversight: Proactively monitoring adherence to ethical standards, particularly in cases that may affect the dignity, reputation, or values of Undiksha.

The council ensures that all complaints are handled  through a structured process, which includes:

  • Receiving and documenting complaints.
  • Conducting impartial investigations with verifications and clarifications from all relevant parties.
  • Holding hearings to make objective decisions based on the university’s principles, including Tri Hita Karana, which promotes harmony in the workplace.
  • Issuing decisions that may include corrective measures or sanctions to uphold ethical standards.

The appeal process is designed to safeguard the rights of all employees while fostering a respectful and inclusive environment. One of the key platforms for employee representation at Undiksha is the Koperasi Pegawai Republik Indonesia (KPRI) KUWERA, an employee cooperative open to all staff members, regardless of gender or nationality. KPRI KUWERA ensures equal treatment for all employees and provides a collaborative platform for addressing the economic, social, and cultural needs of its members.
